Title: Yes, that one.

Chicago more dangerous than Baghdad?
Chicago Tribune

A pro-gun control editorial. The misuse of statistics is averaging the whole city.

Like Baghdad only worse? Why not level (for example) Englewood with cruise missile attacks?

Or why not allow non-criminals in problem neighborhoods to arm?

He doesn't explicitly advocate gun-control as a solution. Here's his proposed solution:

To be sure, the challenge is enormous. But there are solutions. As we begin to draw down our troop levels in Afghanistan, a brigade or two might be redeployed to violence-prone neighborhoods. Their mission would be not unlike the one they pursued in Iraq: to clear and secure neighborhoods, to protect the local population, and to augment police in counteracting the tidal wave of violence.

To repurpose the army as police officers I guess.

Seems like a dumb idea to me. And probably illegal under the Posse Comitatus Act too.

Not sure about the legality of it myself, but it wouldn't be the first time that has been proposed in Chicago. During the height of Prohibition-Era gang warfare in Chicago there were calls for the army to send in troops to restore order to the city.
"You see things aren't sequential. Good doesn't lead to good nor bad to bad. People steal, don't get caught. Live the good life. Others lie, cheat and get elected. Some people stop to help a stranded motorist and get taken out by a speeding semi. There's no accounting for it. How you play the cards you're dealt, that's all that matters." - Jigsaw
