I think it's a bit simplistic. Not everyone who returns the shopping cart is a good person, but anyone who doesn't (without a very good reason) is an asshole. It's like bare fucking minimum decency.

So everybody returns the cart and that poor fuck that works for the grocery retrieving those carts gets laid off. He's now homeless, starving, and turns to a life of crime.

Yeah, but if the cart isnt returned, the cart return boy might not find all of the carts due to surreptitious hiding, thus forcing the supermarket to assess the performance of the cart return boy.
