The funny thing is years ago the fantastic Perfect Blue dealt with this including Super-Creepy Older Male Fan Who Thinks Girl is Singing to Him Character. Been an open secret. The US has been doing it as well, of course, but maybe not quite to the kitsch-level that J-Pop bands do.

Apparently Pat Benitar leapt over a desk and punched a promotor/manager who told her she needed to show more skin, tits, and the like. This is why she insisted wearing a body-suit. No skin but quite hot!

Britany Spears then Miley Cyrus were corporately created--as was Fergie. So, in a way, is Katie Perry who was and is a Hyper-Christian. "Make some boob references, Katie!"

Ironically, "Lady Gaga," a competent musician and not bad singer, could not get noticed until, like her paradigm Madonna, she bleached her hair and went for performance.

Still, I do not think many fans of Britany thought she was singing to them. J-Pop seems popular with mens whereas I do not think many men go to Britany concerts--even if they use to wank to her videos. Miley? The fear of diseases probably keeps everyone away.

Different attitudes and cultures.

Though a lot of mens thought Justin Bieber was singing to them.
