It's an ACME police whistle that belonged to my grandfather, who became a high-ranking police officer from humble origins. I'd guess it dates from the 1920s or 30s.

And De Bunk is alive and kicking. Involved with a slightly mad woman who messages me on Facebook when she's drunk. As one would expect. :)

Excuse me, you drunken sot, I correctly identified it. I suspect the date I gave for that type of whistle was correct though your relative used it later. AND note that I did not have to cravenly appeal to the interwebs.
