Sorry guys, found no good video in English but I'll summarize the comments and you'll get it easily from the graphics:
The foundations have been discovered in 2009 by a Franco-Italian group of archaeologists. Top and mechanism had been scavenged when Nero's palast, the Domus Aurea, was replaced but there is a reference to the dining room in Suetonius, and a picture on a Neronian coin.
The mechanism was water-driven, presumably from a nearby aqueduct, and the top platform (wood & marble) rotated day and night on bronze bearings, lubricated with clay.
So Nero's guests had a nice view…
