Looks like the handle is just for pulling the door/hatch/access plate/whatever it is - open. I guess the same handle can be used for opening several things - that would make sense to save space and weight.

It's the same principle that keeps a top spinning upright except without gravity, right? It is weird to see how it works without gravity though. I would not have guessed that it would look like that.

Every body has an inertia ellipsoid with, of course, three axes: long, middle and short. Rotation around the middle axis is unstable, that's why the handle flips. You can try it with a book, or grab an article from the Web.
