Iowa using $10M in virus aid to fund state police officers

Gov. Kim Reynolds’ administration is using $10 million in federal pandemic relief funds to pay the salaries of state police officers, who have largely not been directly involved in Iowa’s virus response.

The expense is listed in a state report as going toward “State Government COVID staffing” at the Iowa Department of Public Safety. The report claims the money will support payroll expenses for employees “whose services were diverted to a substantially different use as a result of COVID-19.”

Department spokeswoman Debra McClung noted that the spending is allowable under revised Treasury Department guidance that stipulates that payroll expenses for public safety employees are presumed to qualify as pandemic-related. However, she didn’t provide examples of how any duties had changed.

Plans to use pandemic relief funding to build what leaders call a "modest" clubhouse on Forest Lake's city-owned golf course have become the target of criticism and outrage among residents and local business owners.

Mayor Mara Bain defended the decision to use 10% of the $1.5 million the city received from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act to replace the small pro shop at Castlewood Golf Course because it would help with "social distancing."

"Castlewood had unprecedented use this summer," Bain said. "If we're able to more safely serve those residents, I think it meets the need."

"This is frankly worse than our worst fears," said state Sen. Jeff Yarbro, a Nashville Democrat who had expressed concerns in the early days of the coronavirus crisis about potentially unaccountable spending as state government responded.

Chilean president handed $3,500 fine for mask-less selfie with stranger on beach

SANTIAGO (Reuters) - Chilean President Sebastian Pinera was slapped with a $3,500 fine on Friday after posing for a selfie on the beach with a bystander without wearing a mask as required during the coronavirus pandemic, health authorities said.

Chile has strict rules on mask wearing in all public places and violations are punishable with sanctions that include fines and even jail terms.

Pinera apologized then turned himself in shortly after the selfie surfaced on social media in early December.

The president explained he had been walking alone along the beach near his home in the posh Chilean seaside town of Cachagua when a woman recognized him and asked for a photo together.

Both the Netherlands and Belgium have suspended flights. Trains to Belgium have also been banned.

Italy's foreign minister has indicated his government plans to ban flights. France and Germany are reportedly planning similar action.

The new variant has spread fast in London and south-East England.

How Vietnam fought a pandemic and won

A year has passed since the world knew about the existence of Covid-19 and nations were brought to their knees.

The pandemic has wreaked havoc in over 200 countries and territories, infecting around 77 million people and killing over 1.7 million.

Even major powers like the U.S., the U.K., France, Russia, and India have seen first-hand how a virus could infect a population rapidly, overwhelming hospitals and forcing governments to impose lengthy lockdowns in the hope of keeping the infection at bay.

But some countries have been outliers, praised globally for their excellent pandemic control and keeping losses to the economy and human lives to a minimum.

Vietnam, despite sharing a 1,200-km border with China, has stood out among those success stories, having recorded only 1,414 cases and 35 deaths.

The story of Vietnam's successful Covid-19 fight is hardly a miracle however: what it did was take some simple and straightforward measures like imposing travel restrictions, contact tracing and social distancing.

But what made them work were the government’s effective leadership and social unity and cohesion.

As 2020 comes to a close, we look back at how Vietnam fought the pandemic and emerged victor, and the lessons it has to offer the world.

More people are getting Covid, but that doesn't mean the virus is more infectious, and claiming it is looks like a lot of GIGO to me. The only statistical difference I've seen has been that the new variety is infecting more children than before, so it might just be more infectious in children.

I'd love to add up how many papers on Covid have been released without any peer review.

Are we sure the new UK strain isn't the mink strain?

I've been looking for details but haven't pinned it down yet.

Wuhan’s Covid Cases May Have Been 10 Times Higher, Study Shows
  • Some 500,000 may have been infected in China’s virus epicenter
  • China has been criticized for allegedly undercounting its data
The scale of the Covid-19 outbreak in Wuhan early this year may have been nearly 10 times the recorded tally, a study conducted by China’s public health authorities indicates, leaving the city where the coronavirus first took hold still well short of the immunity required to protect against a potential resurgence.

About 4.4% of those tested were found to have specific antibodies that can fight off the pathogen that causes Covid-19, indicating they were infected some time in the past, according to a serological survey of more than 34,000 people conducted in April by the Chinese Center for Disease Control and Prevention. The data was released late Monday.

That ratio would suggest that with Wuhan home to about 11 million people, as many as 500,000 residents may have been infected, nearly 10 times more than the 50,000 confirmed Covid-19 cases reported by health authorities in mid-April, when the survey was conducted.

The China CDC survey showed a far less impact of the virus outside Wuhan, which was effectively shut off as a way of containing the outbreak. The positive rate for antibodies dropped to 0.44% for the broader Hubei province, which was also placed under a three-month lockdown. Only two people tested positive for the antibody among the 12,000 surveyed in six other Chinese cities and provinces, including Beijing, Shanghai and Guangdong, suggesting an extremely low prevalence of the virus across the rest of the country.

The results for Wuhan mean even China’s worst-hit city is still vulnerable to Covid-19. Epidemiologists say at least half a population needs to have come into contact with the virus for even the minimum threshold for herd immunity. But the city’s rate of infection is generally in line with those found in other countries after the first wave of coronavirus infections, the China CDC said in a press release published on its website.

The antibody positive rates in Spain and Switzerland this spring, for example, were as much as 6.2% and 11%, respectively, the China CDC said. While those are higher than the 4.4% found in Wuhan, and come before later waves that have swept across Europe, they still fall short of the herd immunity threshold.

Since quelling the Hubei outbreak, China has largely contained the coronavirus, with sporadic flareups since April snuffed out through aggressive contract tracing and quickly testing millions of people in a matter of days.

A more transmissible variant of COVID-19 is a potential catastrophe in and of itself. If anything, given the stage in the pandemic we are at, a more transmissible variant is in some ways much more dangerous than a more severe variant. That’s because higher transmissibility subjects us to a more contagious virus spreading with exponential growth, whereas the risk from increased severity would have increased in a linear manner, affecting only those infected.
