Since the 2013 meteor explosion Russian scientist have actually been doing experiments, on fragments of the meteorite, and currently existing bombs could easily vaporize a large meteor, with no drilling required.
A city sized rock, no way. They haven’t released data on a metallic meteor, but a 650 foot wide rocky object could be vaporized, stopping it from doing any damage at all.
Theoretically of course. The radioactive dust is another story, but much of it wouldn’t hit after a 3 megaton bomb blast.
