North and South Korea have reportedly demolished and dismantled nearly two dozen guard posts in the Demilitarized Zone.
Not much of an article, so I found another one...I never herd of this paper so, grain of salt.

South Korea reportedly has about 60 guard posts — bunker-like concrete structures surrounded with layers of barbed-wire fences and manned by soldiers equipped with machine guns — stretched across the ironically named Demilitarized Zone.
So, it is a begining then...and a contrast to the rumour story posted by the NYT.

North Korea May Not Be Expanding Missile Program After All, Monitor Says Media Got It Wrong

A widely covered news story about North Korea's alleged ongoing development of ballistic missile sites misconstrued the findings of the report it was based on, according to a leading monitor.

The Stimson Center's 38 North group published a commentary Tuesday criticizing what it called a "misleading story" featured the day before in The New York Times. The newspaper cited satellite imagery analyzed by experts Joseph S. Bermudez Jr., Victor Cha and Lisa Collins to argue that North Korea was continuing its ballistic missile program by working on secret launch sites despite supreme leader Kim Jong Un's public assurances to President Donald Trump.

Leon V. Sigal, director of the Northeast Asia Cooperative Security Project at the Social Science Research Council and former Times editorial board member, argued Tuesday in a 38 North commentary that the three researchers "make no such claim." Sigal noted that the original report even mentioned that "the Sakkanmol Missile Operating Base and 15 others have long been observed by U.S. intelligence, 13 of them by Bermudez himself."

"Far from 'moving ahead with its ballistic missile program,' Bermudez notes that 'only minor infrastructure changes were observed' at this particular site since Kim Jong Un came to power in December 2011," Sigal added.

Undeclared North Korea: The Sakkanmol Missile Operating Base

Key Findings
  • Sakkanmol (삭간몰) is an undeclared operational missile base for short-range ballistic missiles (SRBMs).
  • It is one of 13, out of an estimated total of 20, undeclared North Korean missile operating bases identified by Beyond Parallel research.
  • Sakkanmol currently houses a unit equipped with SRBMs but could easily accommodate more capable medium-range ballistic missiles (MRBMs).
  • The base is also one of the closest to the demilitarized zone (DMZ) and Seoul, giving it the shortest flight time.
  • North Korea’s decommissioning of the Sohae satellite launch facility, while gaining much media attention, obscures the military threat to U.S. forces and South Korea from this and other undeclared ballistic missile bases.

US judge orders North Korea to pay $500M in student’s death

WASHINGTON (AP) — A federal judge on Monday ordered North Korea to pay more than $500 million in a wrongful death suit filed by the parents of Otto Warmbier, an American college student who died shortly after being released from that country.

U.S. District Judge Beryl Howell harshly condemned North Korea for “barbaric mistreatment” of Warmbier in agreeing with his family that the isolated nation should be held liable for his death last year. She awarded punitive damages and payments covering medical expenses, economic loss and pain and suffering to Fred and Cindy Warmbier, who alleged that their son had been held hostage and tortured.

I was wondering if the principle of sovereign immunity would affect that.

According to the article:
Though foreign nations are generally immune from lawsuits in U.S. courts, Howell cited several exceptions that she said allowed her to hold North Korea liable. Those include the fact that North Korea has been designated by the U.S. as a sponsor of terrorism, that the Warmbiers are U.S. citizens and that the actions of the North Korean government involved torture and hostage taking.

The penalty awarded to the Warmbiers and to Otto Warmbier’s estate includes punitive damages as well as damages for economic losses, pain and suffering and medical expenses.

I think--think--that technically North Korea would have to raise an appeal based on that or claim the court did not have jurisdiction. By ignoring the court, the decision stands.
