Japan approves 126 measures to attract more foreign workers
TOKYO -- Japan's government on Tuesday adopted a slew of measures to encourage foreign nationals to work in the country and to smooth their integration into society.

Prime Minister Shinzo Abe urged his ministers to do their best to ensure foreign workers are motivated to come -- and not only to big cities but also smaller communities. His call comes ahead of a law change designed to bring hundreds of thousands into short-handed sectors.

The ministers adopted 126 measures in total, including steps to promote coexistence among local Japanese and newcomers and assistance for foreign nationals already residing in Japan. To achieve all this, the government posted a supplementary budget of 6.1 billion yen ($55.3 million) for fiscal 2018 and a budget of 16.3 billion yen for fiscal 2019.

In April, a revision of the immigration control and refugee recognition act is to pave the way for accepting about 340,000 foreign workers in targeted industries over five years.

Under the plans adopted on Tuesday, one-stop facilities, tentatively named Centers for Multicultural Information and Assistance, will be established at about 100 locations nationwide. These centers will provide consultations on administrative procedures and everyday life in 11 languages -- Japanese, English, Chinese, Korean, Spanish, Vietnamese, Thai, Portuguese, Indonesian, Nepalese and Tagalog -- using translation apps and other means.

New era name may be announced in mid-April

The government may announce the name of the next era around mid-April next year, ahead of the change in the era name following the crown prince’s enthronement on May 1, according to government sources.

In line with the announcement, the government plans to approve an ordinance on the adoption of a new era name at a Cabinet meeting, the sources said. The current Emperor will then sign and promulgate the ordinance.

As both the public and private sectors require time to update their systems ahead of the start of a new era, the government will announce the new name beforehand.

“[The government] will take into account the influence on people’s lives,” Chief Cabinet Secretary Yoshihide Suga said. The government could reveal the date of the announcement as early as the beginning of the new year.

Even if the current Emperor signs and promulgates the government ordinance in mid-April, it will come into effect on May 1 when the crown prince ascends to the throne and becomes emperor, marking the start of the new era.

New Specified Skills Visa for Japan: Your Questions Answered
In May this year, Prime Minister Abe announced the creation of a new visa type, provisionally named the “Specified Skills” (tokutei ginou, 特定技能) visa from April 2019. The policy shift signalled a move to open Japan’s doors to the much-needed additional foreign labour that would help plug the gaps in sectors feeling a particular strain.

In the original announcement, the government proposed to allow more than 500,000 foreign workers to be employed by five industries by 2025. These industries were agriculture, nursing care, construction, ship building and lodging and hospitality. In a significant departure from current laws, the visa requirements would not include a degree and would allow holders the chance to upgrade to permanent residency in Japan.

Ministry outlines rules firms must follow in hiring foreign workers
Companies that accept foreign workers under a new "specific skills" visa must not only offer salaries on the same level as Japanese, but also submit reports every three months to show they are abiding by the provision.

That is one of the requirements of a new work visa system for foreign nationals that will start from April, under a draft of guidelines posted on the Justice Ministry's website on Dec. 28.

Companies found to have violated any of the provisions will be prohibited from hiring foreign workers with the new visa for five years.

The specific skills visa will cover 14 business sectors.

The ministerial order draft laid out basic conditions for the companies that will be allowed to hire the foreign workers. In addition to the salary condition, the companies will be required to transfer monthly salaries to the savings accounts of the workers.

Checks will also be made to ensure those companies have no ties to organized crime and have not used brokers who have abused foreign workers when dispatching them.

The order draft also contained a support plan that companies must implement to ensure the foreign workers can assimilate in the community. That includes support for Japanese-language training, securing housing and providing guidance on daily aspects of living in Japan.

A new agency to replace the Immigration Bureau will be tasked with checking whether the companies are implementing those plans and maintaining the conditions required of companies accepting foreign workers.

Companies will be required to submit reports every three months not only about salary payments, but also on other support measures they are required to provide.

The Justice Ministry website also has a page for submitting comments about the ministerial draft from the general public. It will accept such input until Jan. 26.

Justice Ministry officials plan to hold a hearing with Diet members in late January to deliberate the details of the new system and the ministerial order will be formally issued in March.
